Is this good for applying liquid foundation?
--Yes! It is little tough going on the first application, but after that, the brush is softer and it goes on smoothly.

Is this a pop up brush or not? is it hard to close the cap because of bristles pointing outward?
--It's retractable, so you pull out the base and push back in. It is not hard to close the cap. The bristles go all the way in.

Does this hold up well to cleaning?
--The retractable brush held up very well to cleaning, wash it with a mild soap and let it air dry.
